Make sure the repository isn't set as private and the group isn't set as
invite-only. Also make sure the review request is published.

Hi all,
I've upgraded to RB 1.7.21 and I was able to succesfully post a review.
Unfortunately no reviewer can see it ("review is private") so I have to
read more about users, groups and permissions.

So I've set it up like this:
Name: Project name
Hosting type: (None - Custom Repository)
Repository type: mercurial
Path: https://mercurial_server_hostname/hg/project_name
Mirror path: https://mercurial_server_hostname/hg/project_name/
Username: my mercurial username
Password: my mercurial passwor
This would be the repository configuration on Review Board that I'm most
interested in. Does it provide the username and password needed for
authenticating to that server?
The best course of action is to get it working with the server, and not try
to mess with keeping a clone in sync.

Unfortunately the Hg server is hosted and managed by our client and I do
not have access to it.
What settings are you interested in, so I could ask our client about them?

I'd need to see your repository configuration to say more. I do know that
the Mercurial support tries a couple different URLs to fetch the file.
Ideally we'd cache which one works though.
