One of our developers is trying to post a review, but he cannot attach a
diff, as the size of the diff is large. Is there a limit to the diff
attachment ? If so, what is the limit ?

This particular limit is coming from your database. I believe you can
increase the packet size it's referring to, but given the large size of the
diff, and that large diffs often mean more difficult review cycles, it may
be better to split it up anyway.
