Thank you all for the support for the idea. I'm not sure who would need to
implement it (RIPE NCC I suppose?), but yes, I like the marketplace idea
too. However, I'm happy to do it for free -- and making it easier for those
who use the credits for measurements, for me, is plenty.

1. Set up an automatic transfer system? That way, if someone accrues
credits they would like to transfer, we can set it up to do so
