/etc/apache2 instead of /etc/apache2/conf.d .
That was under Debian 6 rather than Centos; I think /etc/apache2 is called

I have been able to run Rivendell on an Atom single core (EeePc
netbook) without feeling sluggish...

Maybe it's a setuid/setgid problem... try a chmod 6755 on rdxport.cgi
