I've heard the same complaint from another station near us on rivendell.
Sometimes they manually edit the logs to even it out. In my very limited
experience so far, what I do with one set of cuts in a single cart is give
them a specific play window by using Daypart so that when the event is
called for, it selects and plays the only valid cut at that time. That
looses the randomness but keeps the play even and if spread throughout the
day, listeners won't easily notice. Not sure how much this helps your
situation but my 2c worth.
