The requests take the form of 'letter of formal notice', the first stage of the infringement procedure laid down in Article 226 of the EC Treaty. If the Commission does not receive satisfactory responses from these Member States within two months, it may proceed with the second stage of the said procedure and ultimately bring the cases before the Court of Justice.
