One is: has the EU lost its "stick" to pressure the latest newcomers to the EU? When Romania and Bulgaria joined the EU on 1 January 2007, shortcomings remained regarding judicial reform and the fight against corruption - and in the case of Bulgaria, the fight against organised crime. A Cooperation and Verification Mechanism (CVM) was set up to assist both countries, comprising the right to use a special safeguard - the EU to refuse to recognise the decisions of Bulgarian or Romanian courts. However this sanction cannot be triggered any longer, as the EU was able to use it only in the first three years following the accession. The mafia has won, apparently.
