Top researchers pinpointed future research pri­orities
on the complex topic of cohesion and convergence in an
enlarged EU at a workshop held in Brussels on 10
December 2004.

A significant number of researchers working in this
field as well as a number of key EU policy-makers
participated in this event. The debate that took place
focused mainly on the economic challenges of the
enlargement process, notably those related to the
achievement of economic and social cohesion in
parallel with economic convergence objectives.

A rich and wide-ranging debate took place on the
successes of cohesion policy so far, but it also
recorded some disappointments.

Drivers of cohesion

Participants wanted to see more research to understand
what drives cohesion and convergence. Is increased
productivity sufficient, particularly when there is
now "jobless growth', in some cases high growth of
some 4% unaccompanied by more jobs? How important is
investment in human capital to increase capacities,
opportunities and access? How do macro policies such
as the euro and fiscal policies affect cohesion and
convergence? How is change triggered and absorbed?

They also raised questions about funding higher
education and research and how basic research is
produced and transferred to the private sector.

Regional polarisation

Concern was expressed over growing regional
polarisation and disparities as a by-product of
convergence. And questions were asked as to what
extent countries and regions are converging and/or
diverging, and what this means for cohesion.
Participants asked how to intervene at micro level,
which is the source of much innovation, and there was
interest in whether or not EU regional policy is doing
a good job.

The economic geography of the EU is changing. Eight of
the new Member States have common borders, so how can
cross-border investment contribute to growth?

Institutional capacity

Key to the debate was the capacity of institutions to
implement cohesion strategies and change. To absorb
the funds, researchers said there was evidence that
regions took the easiest option and focused on
traditional infrastructures such as roads. But do they
ask if this is the right area for intervention? Issues
were also raised as to whether there was sufficient
investment in human resources, education, and
training, and the best way to assess each region's
needs.

"We have to come back to institutions," commented one
participant, and look at ways of measuring their
quality. How do they interact with the political
process and vice versa? How do they implement and
administer policies? Do they respect the law? How can
corruption be spotted and stamped out? What are the
enforcement procedures? Participants were clear that
questions of institutional capacity and corruption
concern both the new and the old Member States.

Those at the conference also saw as a research topic
the role of the Commission itself as a driver of
cohesion policy.

Society's aspirations

Finally, the participants agreed it was important to
better understand how society worked by looking at
citizens' savings and pension behaviour, their labour
market participation, their aspirations and their
readiness to accept change.

The Advisory Group will publish a synthesis report
summarising the workshop, which will be available at
the Advisory Group on SSH
