[APPHELP][APPHELP_APITEST] Add SdbGetFileAttributes + tests, based on the work 
of Mislav Blažević CORE-10367
- Implement SdbGetFileAttributes (based on the work of Mislav Blažević)
- Add tests for SdbGetFileAttributes
