Comments in code tend to grow mold, but the description of this PR belongs to
the commit message instead. GH is not eternal, git logs are ;) Please update
the commit message to include the information about the new syntaxes and
versions etc currently only provided here.

This is a
[patch](https://build.opensuse.org/package/view_file/Base:System/rpm/perlprov-package.diff)
we apply to rpm in openSUSE. It allows the `perl.prov` script to detect new
variants of Perl package declarations that have been added in recent years.
