This seemed like the intended approach from the start since building the
systemd_inhibit only depends on DBUS and nothing else does (enable_plugins has
no granularity the way it's implemented). If there is a preferred way to
implements this, then please do, because the current build logic is
pmatilai requested changes on this pull request.

Name and description are beside the point. This is should not be about dbus
support but about whether to build the dbus-inhibit-plugin.
The check should still honour the enable_plugins setting and not requiring dbus
if plugins are not enabled.
