not to use its difference mechanism
for transmitting this list. Where the percentage of files changed is
small, rsync might be a great deal faster if it did transmit this list
in the same way as regular files.

I can confirm there is a problem. Using CYGWIN=nontsec worked until
recently but now appears broken. It is very frustrating.
