Your question/request is not very clear?? do you want an email sent
every time something happened in your RT ?? the first thing that comes
to mind is why???
But if you really want to then (I think) you'll have to do that via a
croned script querying the database for any changes

The watchers get copies of all correspondence excluding the originating
