we noticed that it was a lack in configuration of our sendmail
application (heirloom-mailx) we use in conjunction with RT.
We just added this to heirloom-mailx configuration and it worked
perfectly afterward:
# on /etc/nail.rc
set ttycharset=utf8
RT had no issues at all.

SSO solution (such as CAS).
