I'm not Perlish enough to know what a 'hashref' should
look like.
If C$WebExternalAuto is set to 1, C$AutoCreate
will be passed to User's Create method. Use it to
set defaults, such as creating Unprivileged users
with C{ Privileged = 0 } This must be a hashref.
