As it turns out, it appeared to be my browser caching!!
I think that because all the pages of RT "appear" to be HTML FireFox
does a little more aggressive caching than it does with pages it knows
to be largely dynamic (php).
I should be good to go.

If you look at the HTML source for one of the RT pages (as rendered
in your browser), what is in there for the CSS?
