Since it is a relative path to the server, it is trying to access javascript
files in your server.
So you need to download all the javascript files which the html refer to and
place it to the relative path in your server.

Then make sure that mysql engine is utf8 enabled. Columns defined are

I dont see any indic editors attached to rails or php or any other web
technologies.
There are some javascripts available for indic languages to help typing in
Indian languages. You can fit them into rails as you normally do the
Ajax stuff.
