I know PayPal doesn't deal with India...but can't you use credit cards?

Check for a hosting site that accepts mobile payments through Boku or Paymo.
If you have a cell phone, the charges are added to the text rates and you
just make payments normally through your cell phone provider.

+1 vote for Heroku and Slicehost. I've used both and love both. However, I
use Slicehost for non-rails apps, and Heroku for my rails apps.
