ctrl-z doesn't kill a process, it moves it to the background; this is standard
UNIX/Linux behavior, not at all unique to OS X.
ctrl-c interrupts a process

Ctrl + Z
but after that I launch the command: "ps"
the webrick server is always active I have to kill the process with:
kill -9 [ID PROCESS]
