Dear all, On #20555 <http://trac.sagemath.org/ticket/20555>, we have set in motion an eventual change of the default behavior for the descent in a permutation to be 1-based, instead of 0-based, in order to agree with the usual notion of considering a permutation of {1, 2, ..., n} and an element of the type A_n Weyl group. This will happen after a 1 year deprecation period, but there will remain an optional argument "from_zero" that you can set to "True" to force the current behavior.
