Where is "here"?  Using the command line?

I'm confused by your question.  You're saying "doesn't make sense", but
that's not why notebook() is in the banner.  It's so people know there is a
notebook interface at all (many wouldn't), and how to invoke it.    Many
users all over have shell accounts on unix systems, they type Sage because
they've heard about it, but they know nothing else.   Note that the notebook
can also be used remotely on a remote server, and that by typing notebook? a
user should be able to figure out how to set that up pretty quickly too.
