I had the same issue on fedora 28 and osx, but I think it’s only a matter of
order in which stuff are compiled.
I have repeated “make build -j16” several times (3-4) since it was each time
progressing, and it finally completed the compilation (without distclean).
I have not tried “make -j1”,
