A case in point is the provision of statutory off-street parking by the promoters of commercial complexes in and around the city centres. The regulations are very clear about the number of four and two-wheelers to be provided according to the use of the buildings. They are also clear about the specifications regarding the access to the parking from the road.
In spite of the very clear regulations, it is pathetic that the PDA's choose to ignore them apparently as a little favour or may be for some material gain. The plans submitted for approval range from those that seem totally ignorant of any parking regulations to those that seem aware of the regulations but choose to ignore them.
Though much talked at high level meetings about the traffic and parking problems of the city, the concerned authorities are not addressing the root of the problem which is these commercial complexes generating a lot of commercial activity without providing the requisite parking infrastructure.
Parking space is converted clandestinely into shops and for building ancillary structures. To our misfortune, the planning authorities which, by their nature, should be looking at this aspect also are themselves violating the very basics of parking requirements by approving plans which violate the parking regulations.
The NGOs ought to take the lead in exposing the gross injustice and harassment the Margao citizens are facing at the hands of the authorities.
