Apparently, .......for govt. to acquire the surrounding land & initiated the process. The file was >finally passed during Dr. Willy's time as tourism minister & a letter was issued to the Saligao >panchayat not to allow any development within 100 mtrs. of the spring. The Saligao panchayat >subsequently passed a resolution to the same effect.
How true! This is what I was referring to when I mentioned"concerned authorities, co-operation, etc. etc.
For reasons best known to them, the Saligao panchayat has now issued the builder a licence to >construct, having which, he is within his legal rights to construct. ......
This is exactly what my Dad initially, & then my sister & I have faced over the years, ... running from pillar to post to stop illegal building of open cesspits etc. so that our well water etc. wouldnt get contaminated because as early as that, we knew the repurcussions of such actions. Permission was granted very easily by those in authority irrespective of the existing rules laid down or whatever... if rules are flouted at village level, what about higher up??...And I can tell you we made a few enemies within our Vaddo itself.
...is to revoke the construction licence issued by the panchayat as it had standing instructions & >even resolved not to issue the same. Perhaps we could appeal to Dr. Willy to get the Saligao >panchayat to stop the defacing of the idyllic haven that the Salmona Spring presently is.
Huh! I am glad your faith in the powers that be are still intact. Sorry to pour cold water ... but I do wish you all the luck, I'm sure you will be luckier than we were since there is more awareness & willingness nowadays amongst people like you & your peers. It was difficult fighting on one's own, we had to develop thick skins, allow the wax to fill our ears, bite our tongues, hide our flashing glances, etc . You get the picture?.... hehe!
