As I understand it samba4 can only be a PDC or a BDC it cannot be a
stand alone server. you would need to use a samba3 server for that.

I've experienced a similar problem - no active kdc. By adding to my smb.conf:
interfaces = YOUR_S4_IP
bind interfaces only = yes
And restarting the samba suite resulted in the kdc starting and listening (on
port 88)
I then needed to install heimdal 1.5.1 on my FreeBSD 9.1
