OK - I did see the note that the LDAP schema had changed. However
because these sites are not using LDAP just the simple smbpasswd
file I did not expect this to cause a change for systems not using
LDAP. I will however make further checks ...

Problem solved. I saved the original account_policy.tdb to another
name and deleted the original file, reinstalled the 3.0.13 rpms and
restarted Samba - problem solved.
