I don't understand passwords in samba or swat. But, I get around the problem by starting swat with the -a option. This is what I have in my inetd.conf file: swatstream tcp nowait.400 root/usr/local/samba/bin/swat swat -a Expect cries of outrage over this suggestion, but it works
