It requires the DECC RTL that supports big files (64 bits), and that support
comes in a standard way with VMS 7.3-1
You can find DECC RTL patches supporting this feature on older VMS versions
(such as VMS721_ACRTL-V0400 for VMS 7.2-1). I guess it should work properly,
but I did not actually try.
