Is there a reference network scanner backend that you recommend that I
check out if I wanted to fix canon_dr so that it would work over wifi ?
I'm proficient in C/bash etc and would be interested in trying to upgrade
it if I had something to go off of.

The sane canon_dr backend does not support network scanners. You will need
to do some programming to make it work.
