The site is currently all on SharePoint 2007 SP1 and they are transitioning to SharePoint 2010. They are not looking for someone to do migration rather they are looking for someone to rebuild the site from the ground up. They will be dumping the custom code and plugins that they created in 2007 because these features come now automatically with 2010 so in other words this is a migration of content onto a new site –not a migration of code.
