The Oregon Department of Fish and Wildlife (ODFW) mission is to protect and
enhance Oregon’s fish and wildlife and their habitats for use and enjoyment
by present and future generations. Consequently, ODFW resource management
operations are extremely broad and complex, and rely on information from a
number of sources. ODFW has no agency-wide information management
framework, and instead relies on individuals or programs to organize,
retain, and disseminate information appropriately. This lack of a framework
results in significant information inefficiencies, inconsistencies,
inaccessibility, ignorance, and loss. To address the need, ODFW wants to
create a corporate resource information management system called “4d-OR”
that is extensible and scalable, as well as functional, useful,
comprehensive, consistent, accessible, and institutionally integrated into
ODFW operations. ODFW is seeking an Application Systems Analyst IV to
architect and develop components of the 4d-OR system, implementing
requirements defined by the Project Leads. This person will also direct the
development activities of other developer(s) working on this project. This
challenging yet rewarding position will be located in the beautiful capitol
city of Salem, OR and last 3 – 6 months. Below is a specific statement of
work and the skill set we are seeking:

Architects, designs, reviews, analyzes, and modifies programming systems
including encoding, testing, debugging and installing to support an
organization's application systems. Consults with users to identify current
operating procedures and to clarify program objectives. May be expected to
write documentation to describe program development, logic, coding, and
corrections. Writes manuals for users to describe installation and
operating procedures. Requires a bachelor's degree in a related area and at
least 8 years of experience in the field or in a related area. Must have a
working knowledge of distributed information systems, relational databases,
client-server concepts, and web site development with responsive
frameworks. Relies on experience and judgment to plan and accomplish goals.
Performs a variety of complicated tasks. A wide degree of creativity and
latitude is expected.
