JOB TITLE: Systems Analyst
LOCATION: Austin, TX
START DATE: Approx. 2/15/14
DURATION: 12 months
JOB DESCRIPTION/MINIMUM REQUIREMENTS:
The system analyst will be responsible for the following
functions:
• Maintenance of the QAI Data Mart and other agency databases.
• Timely development and production of routine and ad-hoc reports
from several sources.
• Identify, analyze, and resolve complex system/process issues.
• Track defects and issues using an issue tracking application.
• Provide technical assistance to management, staff, external
clients, and various stakeholders.
• Participate and/or facilitate meetings with stakeholders during
all phases of the System Development Life Cycle.
• Coordinate the efforts of various groups to effectively maintain,
develop, and operate computer based information systems.
• Coordinate efforts, define and execute test scripts for data
migration activities.
• Maintain and schedule automated processes.
• Secure FTP Administration.
• Develop curriculum and provide training to existing and new
employees.
• Provide support to team members to assist in identifying data
sources, strategies for completing queries, and clarification of requestor
needs.
• Maintain data integrity.
• Maintain and develop applications to further automate research
and workflow.
• Develop and maintain user and system documentation.
• Confer with management on status, progress, enhancements, and
issues.
Minimum Requirements:
Years Skills/Experience
8 Self-motivated professional with strong business, communication,
and technical leadership skills and meets the following qualifications
8 Relies on experience and judgment to plan and accomplish goals.
8 Independently performs a variety of complicated tasks.
8 A wide degree of creativity and latitude
8 Extensive knowledge of oracle databases.
8 Strong SQL skills.
8 Experience in data analysis and data reporting.
8 Strong analytical and problem solving skills.
Preferences:
Years Skills/Experience
Experience working in a state/federal government environment.
Knowledge of IT environments in Texas state government agencies.
Knowledge of Texas health and human services programs and
program area domains.
Ability to interact with a diverse level of staff to exchange
and/or extract information.
Knowledge of Business Objects Report development.
Knowledge of Business Objects Universe development including
the ability to streamline queries to ease reporting needs.
Knowledge of Oracle and Relational Database concepts.
Ability to extract, aggregate, pivot, analyze, and present data
in various formats using various software tools.
Knowledge of web based applications.
Knowledge of system development tools.
Experience with software design and maintenance.
Ability to develop and maintain software and user documentation.
An interest in keeping up with emerging technologies.
Experience with information systems, operating systems,
networks, and databases.
Experience with data exchange protocols (FTP, etc.)
Knowledge of Perl scripts.
Knowledge of all phases of the System Development Life Cycle.
Effective verbal and written communication skills.
