Aha! found the issue

It was enabled, but, because we had 'protect=1' on sl-base it wasn't
being picked up:

I have an x86_64 box that I'm trying to install
openldap-servers.x86_64 on and its pulling in strange dependencies
ie:
# yum install openldap-servers
Loading "protectbase" plugin
Loading "kernel-module" plugin
Setting up Install Process
Setting up repositories
Reading repository metad

I'm trying to preserve a set of parameters to be passed to the command
line across kernel upgrades
(in this case, for xen: dom0_mem=...)
I'm *guessing* this can be added somewhere in sysconfig either kernel
or grub but can't see any likely culprits to edit
Can someone suggest a suitable
