recently I also had this problem. The following workaround fixed it for me:
yum erase libvirt
yum install libvirt

I think you should install libvirt driver
virtual Manager is just GUI front-end, which needs support of
libvirt below.

First: update to release 6.5 for the server, if you can, just to avoid
known bugs.
