Mainly because Hal was always a generic character to most folks. 
Besides his complicated romance with Carol Ferris and he his supposed 
fearlessness what is there to the character? The most dynamic he's 
ever been was when Denny O'Neil and Neal Adams were doing Green 
Lantern-Green Arrow. 

After that his best moments came in the wake of the Superman's death 
and rebirth when his city was destroyed and he killed Mongul in 
revenge. Then he went batsh!t insane, tried to ressurect everyone and 
failed, ended up destroying the Green Lantern Corps in his quest for 
more power and became Parallax. 

The raging fanboys got Hal back and he's back to being as boring as 
ever.
