Surely SBS is a BSI member? In that case, you get the documents at 
half price. And your library service ought to have the documents, 
anyway.

This argument about selling international standards runs and runs. 
ETSI (well funded by the Telcos) has put all their specs on the web, 
FOC (but you have to register). For CEN and ISO, the national 
standards bodies rely on the income from sales of documents and 
other services to pay their overheads. Worldwide, government money 
has been withdrawn from standards work, and industry has not 
replaced it. Hence we get companies like yours desperately needing 
the standards, but not funding their development, and wanting free 
copies. A good example at the moment is ISO 14443 (Contactless 
Proximity cards), where the whole AFC (automatic fare collection) 
industry desperately needs the standard, but the ISO Working Group 
has no money. Some of us put our own money into at least reviewing 
the drafts of the standards (and I recently got a bit from the DETR), 
but here in the UK there is no money from the DTI, and hardly 
anything from industry. Freelance consultants in this field are 
suffering from everyone wanting their expertise and knowledge, but 
few willing to pay for it. Economists call this "failure of the market".
