I'm just a new comer, but have you tried to list all target:
*$ sb-conf ls -t
*Did you see sbrsh on the list? You can set a target using sb-menu GUI (much
easier) or locating sbrsh and set manually.

I installed scratchbox2, and initiated it like this:
$ cd $HOME/buildroot
$ $HOME/scratchbox2/bin/sb2-init -m maemo -t /etch_root maemo
$HOME/arm-2007q3/bin/arm-linux-gcc
just like the installation guide at
http://www.freedesktop.org/wiki/Software/sbox2/Maemo
But it gave me a msg like thi

Don't know if it's the exact solution, but you can give it a try.

I used Maemo on a 32-bit Ubuntu well, but when I moved to 64-bit Fedora,
there're a lot of problem I have been dealing with during installation of
Scratchbox.
As I know, Scratchbox is 32-bit supported only. So I can't install by script
like file INSTALL.txt described. By searching on Net,
