Probably you have no locate db in your target.
Additionally I'm unsure anyone's actually using Scratchbox's locate and
how well it works in general.
You can probably find the directory in /usr/lib/pkgconfig and/or
/usr/share/pkgconfig.

I think installing scratchbox-devkit-debian package and selecting the devkit
when configuring the target should solve this.
