Did you look at Cricket? We use both Solar Winds and Cricket, Solar Winds, as you said, is great for Trouble Shooting. It addresses some of the shortcomings of MRTG, and is also free. We see the usual problems w/Cricket in the long term graphs, it tends to summarize the stats due to the way the data is stored. It is not exceptionally difficult to support, but you have to have moderate to high UNIX/Scripting/PERL skills to make it worth your time.

It's free but to get it working on a win2k box can take a bit of time, if you haven't done it before. You can get some nice results from it, and it's fully customisable. You will have to experiment with SNMP requests to get the information you need. Something like Orion will work out of the box. It will monitor everything you need, and it will provide you with wizards to help get everything setup. If memory servers me correctly I think the lowest version is about ?1500. This runs with an access backend. So really it depends on how much you want to spend.
