Microsoft and Cisco both have support facilities for verifying this information.

With Cisco, this can be done online, you will probably have to go through your
current NetAdmin because you have to log into CCO or provide your customer
number...you may be able to just call Cisco TAC (customer service.) You will
need the person's certification number.

With Microsoft just call their support number, tell them what you want and they'll
direct you
to someone to talk to.
