[C++] Spaces in URI

Milan,

Have put a fix into CVS for the spaces in filenames issues on Windows. 
(Not yet fixed on *NIX - but same code).

NOTE - Spaces in URIs are illegal - you have to use %20, which the code 
will now translate back to a ' ' before reading the file.
