We are the only authorised source of SMW rumours ;-) SMW 1.3 will continue to work on MediaWiki 1.11 upwards, with added support for the current development version of 1.14. Of course, it is still recommendable to upgrade MediaWiki to a recent version in any case. I do not know about all extensions, though most SMW extensions that run with SMW 1.2 will directly work with SMW 1.3, since no major change occurred in the storage internals or API. An exception are result printers (adding query formats), that need to simplify their code as by my earlier mail. Halo 1.3 is known to work for SMW 1.3, and Semantic Forms are already in use at semanticweb.org (I hear no complaints about problems there). Semantic Drilldown should be fine as well.
