Removed component "Mailet API" from James JIRA

Hi, I've removed the Mailet API from James JIRA, all of the 25 issues have been moved to Spool Manager. It was a toss up between spool manager and bundled mailets, but I thought that on balance spool manager was a better fit for the majority of the issues. d. ---
