Yes. In all probabolity, you are being denied service because many mail
servers reject mail from dynamic IP addresses other than their own pools.
What you want to do is to use your own ISP's mail server as a gateway (see
the tag for the RemoteDelivery mailet).

Have you edited the config.xml file on Windows so that there are
carriage-return characters in the file? These should not cause a problem
but I have found that they sometimes do anyway.
