and trying to get the current state of CAPS LOCK key - using isLockOn().

This is a really well known situation with some possible causes.
- try to use the .bat instead of the .exe
- make sure using Java 6 (not Java 7)
- coming from rc2 or had to terminate the IDE by killing java using taskmgr
