Based on my observations from Shanghai and talking with people in HK + seed 
funders

#1. Working visas for foreigners are really really hard to get .. even 
incorporating as a personal services firm in PRC is tough. Be careful of 
subsidies disguised as property plays/incentives as you can be locked into 
the wrong geographical region/market.

#2. A lot of startups are designed to be acquired as the IPO window in 
China is narrow and capital markets immature ... high tech also implies 
high risk. But too many clones and metoo products/services imply a highly 
competitive/fragmented market so be prepared for different business models 
(eg selling virtual items in games).

#3. On the other hand, if you're a returning resident (sea turtle) with 
unique IP, there's some chance of rising above the noise. So a conservative 
bet is to build up an overseas R&D outfit and offer to grant a exclusive 
PRC license in return for equity may be one way around the investment 
strictures (see also tech derisking) ... note that Internet/media is 
TIGHTLY controlled so getting all the right permits is a headache.

possible sectors to be in ... education. personal healthcare, ... some 
interest in FinTech (all relatively low upfront capital investment). The 
industrial sector (eg robotics) is currently going through a bust phase but 
long-term IoT could be interesting.
