Just a FYI I ordered, thru the pharmacy, a 16oz bottle of
Strong Iodine Solution by Humco, and it says Lugols Solution at the
bottom...for $28.00 today.
Unless this is the watered down version of 2% they have just broken
the law.

They can safely sell this kind of quantity as long as they follow the
rules...
From the link you provided (the federal register):
"While this final rule provides an exemption for Lugol's Solution when
packaged in small bottles, larger packages are subject to regulatory
controls. DEA is aware of the availability of 16 fluid ounce bulk
packages of Lugol's Solution. These larger bulk packages are subject to
regulatory control provisions including registration, import/export
notification, and recordkeeping."
So, all they need to do is register, notify when importing/exporting,
and keep the appropriate records.
Not saying that I agree with even *this* amount of regulation - but they
most likely did not 'break the law'...
