I don't know what site you are looking at, but the EPA doesn't care anything about CS at all. They are concerned with silver in drinking water, and the site I saw of theirs several years ago said that silver metal had no toxicity limit. There was no mention of CS per se at all.
I have run across a dozen references that say that the 650 pathogens killed by CS was in an article in Science Digest, March 1978. If anyone can come up with this issue it might be worth seeing if that is correct. The article is titled "Our Mightiest Germ fighter".
