CSCS for herbal infusions?

I wonder.has anyone used CS in place of alcohol for making herbal tinctures? As an example, plantain is such a common weed, but is an excellent healer for many things from diaper rash to vaginal itching etc. and it's a bit messy as an infused oil. I was thinking of spritzing a plantain
