No, it's not used in ITS. It's just for storing ITS files in a Unix

If there's one thing I'd wish for, it would be for a standard encoding
of binary 36-bit data into octets. FTP uses high density format.
I have spent some time recently on updating my program(s) to handle
Tops-10 backup tape images, and I am now at the stage when it seems
to work "good enough", so I decided to release this as a beta test.
